Fort Stockton ISD is committed to full transparency in how we manage school library materials. This page gives parents and community members everything they need: access to our library catalog, information about new book acquisitions, and how to challenge a material.


 

Texas Law

Two Laws That Shape Our Library

Fort Stockton ISD complies fully with both Texas laws governing school library materials.

HB 900

The READER Act

Effective September 1, 2023

  • Requires TSLAC mandatory collection development standards
  • Vendors must rate materials as "sexually explicit" or "sexually relevant"
  • Sexually explicit materials must be removed from all libraries
  • Sexually relevant materials require written parental consent to check out
  • Districts must post a biennial public review report online
     
SB 13

Library Materials & Parental Rights Act

Effective September 1, 2025

  • All new library materials require board approval after 30-day public posting
  • Parents may access the district library catalog online
  • Parents may restrict their child's access to specific titles
  • All book challenges must use the TEA-adopted form
  • Challenged materials are immediately removed from circulation until resolved
  • The school board has 90 days to decide on challenged materials

All parents and community members may browse the FSISD library catalog online. You can view titles available at each campus and manage your child's access.

Book Challenge Process

Challenge a Library Material

Any parent, FSISD employee, or Pecos County resident may formally challenge a library material. All challenges must use the TEA-adopted form. Once a challenge is submitted, the material is immediately removed from circulation until the Board of Trustees makes a decision (within 90 days).

1. Download or complete the TEA Library Materials Challenge Form
    Use the link below. Fill in all required fields completely.

2. Submit to the FSISD Administration Office
    
Email to library@fsisd.net or deliver to 400 W. Dickinson Blvd, Fort Stockton, TX 79735.

3. Material is immediately removed from circulation
    
It will remain unavailable until the Board makes a final determination.

4. Board decides within 90 days
    
The Board of Trustees votes to retain or remove the material in an open meeting.

Open TEA Challenge Form 

Who may submit a challenge?

  • A parent or guardian of an enrolled student
  • An FSISD employee
  • Any person residing in the district

What happens to retained materials?

If the Board votes to retain the material, it cannot be challenged again for 2 years.


What happens if removed?

The material is removed from all campus library catalogs and all classroom libraries district-wide.
