Ballot Language Explained
Ballot language can be confusing. When you see Proposition A on your ballot, it won’t explain exactly how the revenue will be used or how much support comes from the state. Here’s the key point: Revenue from Proposition A will help fund teacher and staff stipends and support ongoing student programs.

What will I see on the ballot?
OFFICIAL BALLOT LANGUAGE: Ratifying the ad valorem tax rate of $1.0300 per $100 valuation in the Fort Stockton Independent School District for the current year, a rate that will result in an increase of - 6.18% in maintenance and operations tax revenue for the District for the current year as compared to the preceding year, which is an additional -$1,391,065.
Ballot language can be complex. When Fort Stockton ISD voters get their ballots, they will not read how Proposition A revenue will be used or how much the state will contribute. The revenue generated by Proposition A will go toward recruiting and retaining staff and maintaining teacher and staff stipends.
How will Prop A affect taxpayers who are over 65 or disabled?
The passage of Prop A will not impact homeowners 65 years and older or disabled who have filed for and received a homestead exemption. Their taxes will not exceed the frozen amount established when their exemption was granted, unless an addition or renovation was made to their home. Check your most recent Notice of Assessed Value Change to see if you will be impacted or contact the Pecos County Appraisal District for more information.

How can I check to see if I am registered/eligible to vote?
Visit https://www.votetexas.gov/ to register or check your voter eligibility.
Why is an election necessary?
State law requires that school districts seek voter approval to raise their tax rate above a prescribed amount. Prop A will allow Fort Stockton ISD voters to approve or disapprove the proposed tax rate for the Maintenance & Operations (M&O) side of the budget, which funds school district operations, including staff salaries, student programs, safety & security, transportation, maintenance, and other daily operating expenses.
What does the loss of the Formula Transition Grant (FTG) mean for Fort Stockton ISD?
How does the 20% Local Option Homestead Exemption (LOHE) and $100,000 Homestead Exemption impact me?
The 20% is deducted from value of your homestead first, then the $100K is deducted. This means that you pay no school taxes if your home is valued at $125,000 or less. The average home in Fort Stockton is valued at $158K, so you would only pay taxes on the difference in this case the taxable value would be $26.4K. Formula is as follows: (Value of home - 20% LOHE - 100K Homestead) / $100 * 1.0488 = Tax Bill
Example: ($158K - $31.6K - $100K = $26.4K) / $100 = 264 * 1.0488 = $276.88 Taxes Owed
Take it a step further to determine effective tax rate: Divide Taxes Owed by (Total value of Home/$100) = Effective Rate
$276.88 / (158K / $100)= 0.1752 This means you paid equivalent of only 0.1752 cents for the $158K Home
